That's the new metadyne launcher (http://www.mcarterbrown.com/forums/paintball-news/56356-metadyne-launcher-preorder-new-pics.html).
I doubt it's allowed at many speedball fields, but it was designed to be played with at Scenario Games, I have seen a few people with similar launchers at some of our renegade games.
