Valhalla won't shoot over 8bps...

Hi everyone, This may seem like a stupid question, but I have tried everything and with the eyes on, the Valhalla won't shot over 8bps. I have it set on Semi-20bps. When I turn the eyes off, it will go semi uncapped and I hit 20.4 pulling the trigger. Am I missing something? When I played with it last time, I thought that there was something wrond with the trigger, because it was shooting slower than I was pulling the trigger. thought it was the hopper, then maybe a board setting, but with it degassed, and the bolt pushed forward, it goes up to 8.0 then nothing past that. Any help is greatly appreciated.

Next I have to figure out what's wrong with the valve and why it intermittently leaks when I air up. Probably the orings in the RT.
